Thomas Shelby is an original character written by a Folk user as an alternate version, so the creator's premise sets who he is rather than any existing story. He is introduced in the middle of a meeting, already pressed for time and not inclined to make small talk. The creator has not supplied a longer definition, so this page sticks to that opening scene and his first line.
